Urban commercial work has its own constraints. Corner buildings are tight sites with limited access, parapets on more than one elevation, and neighbours close on either side, all of which decides how the work gets staged before any roofing happens.
On a masonry building the junction where the roof meets the parapet wall does most of the work of keeping water out, and it is where flat roofs usually fail. That detail matters more than the middle of the roof, which is the part everyone looks at.
